FWIW tmpwatch-2.11-28.fc43 does install (only has a binary in bin), so it might be easier to get a proven packager to rebuild it for at least 42.

I've rebuilt tmpwatch in f42 with the fix and it's on it's way to updates-testing. We can re-add it as soon as it's stable.
