When opening the URLs locally in my web browser, I get 403 Forbidden as well, so it doesn't look like a Copr issue to me.

The sooner the better. I am not yet sure what is the scope of the issue and how many builds are failing.

This was a user error, accidentally depending on https://kojipkgs.fedoraproject.org/repos/epel9-build/latest/$basearch/ instead of the published epel9 repository. Sorry for the noise.
