I think it would be cool to use relibc and uutils. I’ve heard that the rust versions of the coreutils are faster and could potentially be more secure

This isn't the right place for this. ;)

Infrastructure is the place that runs the build system, etc... we don't manage directly what built.

I'd suggest opening a thread on the devel mailing list suggesting things, or on discussion.fedoraproject.org tagged with #devel in the project teams area.
