Describe what you would like us to do:

Trying to file waivers from staging Bodhi fails with the error "Bodhi failed to send POST request to WaiverDB at the following URL "https://waiverdb.stg.fedoraproject.org/api/v1.0/waivers/". The status code was "401". The error was "{'message': 'Token does not have required scopes'}"." I would like you to fix this so we can file waivers from staging Bodhi; it's needed to test a change to the Bodhi frontend code we want to test.
