We aren't able to remove VMs in IBM Cloud, so we wasted our quota and we aren't able to start more. https://github.com/fedora-copr/copr/issues/2829

I don't think we actually control/have any input into IBM Cloud. I thought copr was using it directly... not sure who would know?

We have the necessary access. This issue was created mostly to make the statusfpo template happy (ticket ID reference).

Ah, ok, just wanted to make sure you were not waiting on us. ;)

We have found a work-around for this issue, so closing this outage.
