I would like to request change https://src.fedoraproject.org/rpms/plasma-welcome-app name to
just https://src.fedoraproject.org/rpms/plasma-welcome

When I start packaging It was welcome-app so that is why I started plasma-welcome-app because It as made for plasma desktop.

Current upstream url : https://invent.kde.org/plasma/plasma-welcome

There's a process / policy for that. ;)

basically you need to re-review the new name, get it approved/added as normal and retire the old name.
