Reopen Issue

When the Fedora Council updated the FPCA to CC-BY-SA 4.0 instead of CC-BY-SA 3.0, we should have removed some now-irrelevant text related to the older license. That has now been corrected and is in place at https://fedoraproject.org/wiki/Legal:Fedora_Project_Contributor_Agreement#FPCA_Text

I have also updated the text in Fedora Accounts using the IDM interface.

@ryanlerch This is just a heads-up. I went to file the ticket asking someone to do it, and in the process discovered I myself have the power, so I just did it, but that didn't feel quite right, so this is here for the record. Feel free to close if you feel that it is now sufficiently recorded. :)
