The bugzilla sync already syncs Fedora modules to a Fedora Modules/$name in bugzilla. We need to likewise do the EPEL modules to Fedora EPEL Modules/$name.

I can create the top level component I think, if not we will need to ask bugzilla admins to make it.

Also consider https://pagure.io/releng/issue/10263: a module stream should sync to a version in Bugzilla.

This can probably be closed now ;).
