In https://pagure.io/releng/fedora-scm-requests/issue/79865 the releng bot repeatedly claims the "repository was created" which is technically correct, except it was not created by this ticket, but it was created 8 years ago.

I believe the bot should say "the repository already exists" instead.

Here, even, it should say "the repository already exists, but the package is reiterd, follow the procedure described at XYZ if you wish for it to be unretired"
