#296 unretire_packages: reintegrating plugin

In following PR the plugin was removed so now its need to be reintegrated, basically its need just copy paste but also change getting information about unretirement request ticket since it is done through fedpkg and all tickets will have specific structure

Solution is reviewed and now waiting for merge of fedpkg changes
