#182 Drop PDC writes from scm_request_processor.py

drop all read queries to PDC and replace them with appropriate logic and queries to bodhi.

No read requests found in scm_request_processor.py.
The only use of reading methods are in tests and for the writing queries (new_branch, new_global_component) to confirm if the branch/component does not exist already.
