It's the same concept as lazy registration:
http://ui-patterns.com/patterns/LazyRegistration
Basically: "immediately use and try your website without conducting a formal registration beforehand"

The idea is that a person can arrive on the Hubs website and see a view for the most recent stuff that's publicly accessible without having to sign in to see it. It's like "Planet" mode for all the data Hubs knows about (instead of just blogs, like Planet).
