If you set a hub's preview settings to "preview", it allows a hub's owner to set certain widgets as only visible to members of the hub. However, the ability to set a widget's visiblity is in the config dialog. In PR#455, i removed the link to the config dialog for widgets without config options. WE need to add some extra logic in there to make the cog link visible for all widgets if the hub is set to "preview"

Okies, this one is a little more complicated than first thought.

It turns out that currently you can only set the visibility of a widget when first adding it. The config widget that you bring up on widgets already added to the hub does not have this option. IMHO, we should also have the option to set the visibility here too. Not sure if this needs a seperate issue filed.
