Overview

When I visit a Hub and activate an IRC widget, I should join the IRC channel that
widget maps to.

Implementation

This work is purely on the web server. When a user activates a widget on a Hub, a check should
be done to see if they use the IRC service Hubs provides. If they do, their IRC
bouncer account should be updated to include the new IRC channel(s). The user should then be able to chat in the channel.
