Before this change, this documentation in this repo would present the
reader with U+0022 QUOTATION MARKs. According to Unicode, it’s better to
use U+201C LEFT DOUBLE QUOTATION MARK and U+201D RIGHT DOUBLE QUOTATION
MARK (Source: https://www.unicode.org/charts/PDF/U0000.pdf#page=3).

Unlike in the Release Notes (https://pagure.io/fedora-docs/release-notes/pull-request/735#comment-156218) I'll merge this because this guide isn't being nearly completely rewritten with every release, so the changes should stick around longer. I'll have to merge this locally due to conflicts.
