Add a Release Notes entry for 'Node.js 8.x' - issue #18. @zvetlik please would you review the text and let me know whether anything needs to be added or changed?

I believe it's Node API rather than Node.js API. I'd suggest:
* experimental support for Node API (N-API)
or
* experimental support for ABI stable Node API (N-API)
