Using only local actions, it is difficult to check if a package builds
successfully for all Fedora architectures.
Also, interacting with Koji is an essential skill for Fedora packagers.

For these reasons, a step is added to the GNU Hello packaging tutorial
where a Koji scratch build is performed.

I like this idea. I'd just touch on the fact that packagers need a FAS account and a kerberos ticket for this to work.

Good point.
It is already kind of covered in the Installing Packager Tools step,
but probably nobody will go to look there if there are any problems.
I added a note about Kerberos in the new section.
