Hello,

As discussed in the channel, one does not have to wait for the SCM to be created before filing the branch tickets. (You file the scm ticket first, so it gets processed first, and then the branch tickets get processsed).

I've corrected this in https://pagure.io/fedora-docs/package-maintainer-docs/c/eec661d8a4200b8db6eb4ebc04b5874cac969707

I'll close this PR now. thanks very much for pointing this out
