The Packaging Tutorial will subsume page "Creating RPM Packages" from Quick Docs
in quick-docs/pull-request/420.
Adding a page alias keeps external links to that page working.

This PR should not be merged before the Quick Docs PR.

Merged the quick-docs PR, merging this too, so they get pulled in during the same build.
