While setting up my local development environment, I realized that it might make it easier for prospective new-comers and beginners who are new new to docker to give the url where the development server can be accessed i.e. http://localhost:8000/ in development.rst

I am also a newcomer and hope to apply for the Outreachy summer round and would be glad to fix this up.

@jflory7 Would be glad if I could get some feedback on this.
