#52 Include link to Rel-Eng ticket in FESCo ticket, when it exists

When creating a FESCo ticket, it might be handy to include a link to the releng ticket in case FESCo members are interested in what releng had to say. This is low-priority.

The commit that implemented this has a bug. Releng tickets won't exist for all changes, so it should only be added when defined.
