What the badge should be granted for:
Someone submits a bodhi request with one or more bugzilla bug numbers, with the "close on stable" flag true. The badge should probably be awarded after the request gets pushed to stable, so it has a chance to get rejected by negative karma.

Badge description (like "You added a co-maintainer to a package. BFF!"):
You pushed a package to stable that closes a bugzilla report.

Same as #235, this will require a small patch to bodhi to add that flag to the bodhi fedmsg message.

How does this differ from #235?

It is similar to #235. The badge in 235 gets awarded when an update is submitted in bodhi that addresses a bug report. This badge gets awarded when an update with an attached bug report goes stable. I guess I was thinking that not all updates that address a bug necessarily fix that bug and go stable (though most of the time they do), so could be a bit of a difference.
