we need this for now because fedmsg-atomic-composer had a feature that pungi does not yet have, which is the ability to specify what ref we are creating a commit for when we do a compose. I opened an RFE with pungi here

Sure, seems sane to me. (Just to repeat though the reason I chose JSON is precisely to allow tools to edit the treefile easily)
