It turns out the f28-updates-testing run (which is what patrick was trying to fix) runs on bodhi and the version of pungi on that machine right now is pungi-4.1.20-3.fc27.noarch which doesn't have the RFE yet.

Yes but not really.
It still only appends to repos, while we need to start with an empty set of repos.
