This path is owned by xorg-x11-server-Xorg, which we explicitly uninstall in the desktop configs; the uninstall happens after config.sh is run, so the path never ends up making it into the image. Move it to a later hook to sidestep the issue.

Note that the policy fix to allow systemd-localed to do this was merged: https://github.com/fedora-selinux/selinux-policy/pull/1881
