#343 Consumers/end users instructions link to off limits mailing list

https://docs.fedoraproject.org/en-US/epel/epel-package-request/#end_users says "send an email to epel-devel" with epel-devel being epel-devel@lists.fedoraproject.org if there is no action on the bug after waiting.

I tried that but mailman replied:

"Your message to the epel-devel mailing-list was rejected for the following
reasons:

The message is not from a list member"

You need to be subscribed to the epel-devel mailling list in order to send to it.
You have a good point. We will update the documentation to say that you need to be subscribed to the mailling list to send to it.
