#330 switch EPEL 10 to zstd repodata

Zstd repodata support was introduced in DNF quite some time ago, and is quite a bit faster and less resource intensive. Ideally we should switch EPEL 10 to using zstd repodata.

After discussion in the EPEL Steering Committee meeting, we have agreed to changing epel9 repodata to xz and epel10 repodata to zstd.

The details of how to do that are to be determined.
- We could merge the current pull request as is.
- We could change the pull request to have two commits instead of one
- We could split the pull request into two pull requests. One with the epel9 stuff broken out, and the epel9 stuff changed, and one after that with the epel10 stuff changed.

We discussed this today at the EPEL Steering Committee meeting (summary, log). This change was deployed two weeks ago, but now we know it caused some disruption as noted in that centos-infra ticket linked above. In retrospect we should have waited at least until the mergerepo_c zstd support was available in RHEL 9, not just CentOS 9. We also should have announced the change ahead of time.
