I have proposed a (strictly speaking) incompatible update of uv from 0.5.31 to 0.6.x in EPEL10.

Furthermore, and separably, I have requested that the EPEL steering committee consider a permanent exception allowing similar incompatible updates of uv, like the one already granted by FESCo for Fedora.
Full details and rationale are in the epel-devel email, and discussion should happen there for public visibility. I sent the email on 2025-02-16, so the mandatory one week of email discussion will continue through 2025-02-23. At that point, this issue could be tagged for a meeting. Thanks!

Historically speaking, the EPEL steering committee has taken the approach that Fedora incompat upgrade exceptions cover EPEL as well.
I recently went through this for certbot and this was the outcome. Sadly I can't easily cite this as it was discussed in a meeting I believe, though the FESCo exception issue does reference this for EPEL specifically.
If the EPEL steering committee takes the reasonable position that Fedora exceptions apply to EPEL by default, then please consider this issue to be a request for documentation of that position. This would also appear relevant to https://pagure.io/epel/issue/316.

The EPEL documentation about permanent exceptions is still being written and might take a few weeks. So this week the Committee voted specifically about giving uv a permanent exception.
uv was granted a (semi) permanent exception on the condition that at version 1.0 it gets re-evaluated.
