Prior to the EPEL 10 launch, we need to add a page in the documentation explaining how EPEL 10 is different from previous versions.

I decided to handle this with a new "EPEL Branches" page in the docs, which explains EPEL 10 from the angle of describing all the dist-git branches EPEL currently uses. I've submitted this new page as #309. I'm sure we'll add more over time, especially FAQ items, but this should be a good start for the launch.

309 has been merged, so I'm calling this good for now. We'll probably need to eventually add some FAQ items related to EPEL 10, but the FAQ page needs a bigger overall cleanup that shouldn't block the EPEL 10 launch.
