#282 propose upgrade Clamav to 1.0.x LTS for epel 8

This update changes from libclamav.so.9 to libclamav.so.11. It will
require rebuilding c-icap-modules and librpminspect.

We discussed and voted on this at the 2024-07-17 EPEL Steering Commitee meeting (full log). We normally update issues like this right after the meeting, but we forgot to do that. Sorry for the delay.

This is approved with a vote of +6, 0, 0.

Make sure to follow the remaining steps of the EPEL incompatible updates process. These steps are important and must not be skipped. From what I can see, you've completed steps 1 through 5. However, there was no email sent to epel-announce when the update was submitted to bodhi. That is step 6 of the process, and also what starts the one week period of testing for step 7.
