The current EPEL Packagers page doesn't give any requirements for entry other than people voting for them. It looks almost like a popularity contest. Even if the requirement is vague, similar to how Fedora proven packagers requirement is, it is still something.
It would also be good to rewrite the page. Several people have misunderstood and thought they needed to be in the SIG to contribute to EPEL.
