package was in epel7: https://dl.fedoraproject.org/pub/epel/7/x86_64/Packages/l/luarocks-2.3.0-1.el7.x86_64.rpm

Packages in the EPEL-8 repository are volunteered by Fedora packagers via requests by interested users. Just because a package is in one version of epel does not mean it's in all of them.

In this case there's already a request for this, see:
