Filing this to track the issue; we want to have this capability so if epel-packagers-sig is added to a package, but only as a collaborator on epel* branches, members of that group can request new epel branches (but can't request, say, a Fedora branch)

epel-packagers-sig is a collaborator on epel* branches for fennel, Neal is a member of epel-packagers-sig, and can't request an epel8 branch.
