Allow the ability to upgrade the key set on the user's token. Complex operation that requires talking to the TKS.

I would like to finish this in June after basic enrollment works.

Moved from Dogtag 10.2 (June) --> Dogtag 10.2 (July).

Have patch for this working. Will submit soon.
