#799 Reorganize functional tests

Currently the functional tests are stored in several locations:

  • base/common/functional
  • base/ca/functional
  • base/kra/functional
  • tests/dogtag/dev_java_tests

Since they are not unit tests, they don't need to be compiled during the main build. The tests could be grouped together, then compiled and run after the main build is done.
