#777 Remove pki.policy from instance folder

The pki.policy in the instance folder is unused and can be removed. The Tomcat instance has been using the system pki.policy.

The deployment scriptlet should be modified not to deploy pki.policy. An upgrade scriptlet should be added to remove the pki.policy from existing instances.
