#776 IPA CA replica installation crashes on pkispawn

When an IPA server with Dogtag 10 CA enabled is being installed against an
IPA CA server with Dogtag 9, installation is failing.

1.Install IPA Server with Dogtag 9
2.Install IPA Replica with CA (--setup-ca) with Dogtag 10

Actual results:
Installation failed

Expected results:
Installation should be successful.
