Complete all scriptlets that address 'pkisilent' Java program that will be used within the 'pkispawn' Python replacement.

ORIGINALLY: Generate a proof of concept for the PKI installation and configuration script

Construct a simple proof of concept for the PKI installation and configuration script which replaces the 'pkicreate' functionality (excluding template substitutions, SELinux, registry, etc.).

Construct this for CA first, and if time permits, KRA.
