Create the server code to accept requests from the IPA DRM plugin to create requests for both Archiving and Recovering symmetric key and pass phrase data from the client. This work should coincide with Ade's work for the restful interface to the DRM.

Now have the basic functionality working. A few glitches and some cleanup to take care of.
