#517 Clean up theme dependencies

The dogtag-pki.spec currently requires RA and TPS themes:

Requires:         dogtag-pki-ra-theme >= %{dogtag_pki_theme_version}
Requires:         dogtag-pki-tps-theme >= %{dogtag_pki_theme_version}

These dependencies can be removed because the RA and TPS themes have been merged into the server theme.
