By commenting out the testing bits, we have a version of scannotation that will build and which provides the scannotation jars.

Questions to be addressed:
1. Version of the rpm

(Self note) Todo:

• Need to build and try fix the versioning. (as the current version name is incorrect)
• Check warnings from 'rpmbuild -ba'
• Check license before submitting for pkg review
