#489 CRL updates only after server restart

Description of problem:
The CRL does not get updated even after Manual update of CRL, it is updated
only after server is restarted

How reproducible:
not always
Steps to Reproduce:
1. Add a CRL Issuing point through pkiconsole
2. Issue a cert through the ee page of the ca instance
3. Approve and revoke the cert through the agent page
4. click Update CRL in the Agent page for the newly created Issuing point
5. Display the CRL for the issuing point.
6. The recently revoked is not listed
7. Restart the server
8. The recently revoked cert will then be listed in the CRL
Actual results:
The revoked cert is listed only after server restart
Expected results:
The revoked cert should be listed after Manual updation.
