Right now - it looks like it takes the security domain CA and port for a default, but this is incorrect.
That is because the security domain port is the admin port, whereas the port needed by the issuing CA is the secure port (ee port). As a result, there may be no way to provide a default.
On further reflection, it makes sense to use the security domain and port as a default. In the new instances, we are using shared ports. The default should be provided for ease of new instances.
