#297 Dogtag 10: Create 'pkideployment.cfg' template generator

Currently the 'pkideployment.cfg' file exists as a static template which must be copied and depending upon the PKI subsystem type and flavor, manually configured before it is able to be utilized by 'pkispawn'.

This ticket suggests the creation of a small Python script which generates a default 'pkideployment.cfg' template suitable to be used as a default file for 'pkispawn' for that particular PKI subsystem type and flavor (which may still require some manual entry such as passwords before it can be utilized).

Possible enhancements to this script may include prompting a user for certain required information such as passwords necessary for a particular PKI subsystem type and flavor.
