#2913 pki commands using '-C' to read a complex password from a file do not succeed

If my password is the following autogenerated password:

hsqLLkjaZyfw0QlCmrnYdYXTzH3bGDeF-_%=_-_@%%_++-%%-=%_-%@-_==+%%+%

Running the following command:

pki -d ~/.dogtag/pki-tomcat/ca/alias -C ~/.dogtag/pki-tomcat/ca/password.conf -n 'caadmin' cert-find

Results in the following output:

Error: Incorrect client security database password.

If I do not use -C and instead copy and paste the password in at the prompt, everything works as expected and I receive the certificate list.

Expected Result: Any valid password, regardless of content, should work when read from a password file.
