#2744 Concurrent Travis CI build to isolate IPA and Dogtag test

Currently, Travis CI is configured to build, test PKI and then integrate and test IPA (sequentially in order).

Testing IPA and PKI are independent and can be run concurrently. This will result in reduced build time and isolate IPA and PKI test that would fail.
