#272 Dogtag 10: Implement 'restartall' command in 'pkidaemon' . . .

Due to the revised nature of what constitutes a PKI instance:

- 'pki-ca'/'pki-kra'/'pki-ocsp'/'pki-tks' --> 'pki-tomcat'
- 'pki-ra'/pki-tps' --> 'pki-apache'

the PKI controlling processes, 'pkicontrol' daemon and 'functions' script have been
replaced by 'pkidaemon' and 'operations' script respectively.

The 'pkicontrol' daemon used to accept a fourth parameter based upon the number of subsystems in the PKI registry and would optionally start each instance of that type.

Since PKI instances are now separated by Tomcat and Apache, consider implementing a new 'pkidaemon' command called "restartall" which would restart each and every registered PKI instance regardless of subsystem type, and potentially an ability to only start ALL PKI Tomcat instances and to only start ALL PKI Apache instances.
