creating the pki-tomcatd.target.wants directory in the /etc/systemd/system/ directory solved the problem.

that directory is already provided by the package, so how did you manage to get it removed?

Per PKI Bug Council of 11/17/2016: 10.3

NOTE: Wait for investigation of improper removal (may be Ubuntu issue) before cloning
an associated RHEL 7.3.z Bug.

Note that if ipa uninstall removes that directory on your system, it is possibly a packaging bug meaning it belongs in Debian BTS or Launchpad..

ok, I will verify the issue on CentOS if I am free.

Hi, I'm unable to reproduce the problem on Fedora.

Please note that the attached patch is for IPA, but it recreates the directory owned by PKI. If this is an IPA issue, please file an IPA ticket here: https://fedorahosted.org/freeipa/

Feel free to reopen if this can be reproduced on Fedora/CentOS.
