Format operation prompts for user auth when
op.format.userKey.auth.enable=false,
op.format.userKey.loginRequest.enable=false and externalreg enabled

Steps to Reproduce:

Enroll a token using default tokenType "userKey"
* Enable External RegistrationDB
* Disable  Authentication for format operation in userKey Profile
op.format.userKey.auth.enable=false
op.format.userKey.loginRequest.enable=false
* Perform Format Operation
dn: uid=scuser5,ou=people,dc=pki-tps1
objectclass: inetorgperson
objectclass: organizationalPerson
objectClass: person
objectClass: top
sn: scuser5
uid: scuser5
cn: tester
mail: scuser5@redhat.com
givenName: scuser5
userPassword: *****

Actual results:

user auth is prompted for during format operation

Expected results:

Format operation should not prompt for any User verification if the user
already exists in Authentication DB and no token Type is mentioned in user

Getting the expected result using the following params
op.format.externalRegAddToToken.auth.enable=false
externalReg.format.loginRequest.enable=false
