Update 'pki' man page to address that 'user-cert-add' does not support the remote CA use case:

Per PKI Bug Council of 06/23/2016: 10.3.4

Per CS/DS Meeting of 08/08/2016: 10.3.6

Instead of updating the man page, the broken functionality will be fixed in ticket #1517.
